In brief, yes and no. There's no way to naturally input the cheats in GTA 3 on mobile, as the cheats that work with it are the PC ones, which require a keyboard. However, it is possible to download some third-party software or app of some kind that allows you to use a keyboard overlay on top of a game. We can't recommend you any specific software as we can't guarantee it's a safe download for you, and wouldn't want to cause you any problems, but if you exercise the proper cautions and know that you do so at your own risk, that's at least one possible workaround, and it does work!
